Haryana Vehicles: Government is going to take this step to identify old vehicles, automatic checking will be done like this

On the lines of Delhi, preparations have started in Haryana to identify 10 year old diesel and 15 year old petrol vehicles. For this, the government is going to buy Automatic Number Plate Recognition Camera (ANPR). The Transport Department has sent the file to the Chief Minister’s Office to complete the purchase process of the cameras. Only after getting the approval of the CM, the Transport Department will start the tender process for the purchase of ANPR cameras.

Transport Department sources said that right now these cameras will be installed at petrol pumps in 4 districts of the National Capital Region. Where with the help of these cameras, it will be ascertained how old the vehicle is. Only after this they will be given petrol, diesel or CNG. However, in this case, recently the Supreme Court has given relief to the old vehicle owners and said that vehicles cannot be dumped suddenly like this. The final decision in this matter is yet to come.

In fact, NGT had directed on 7 April 2015 that old vehicles should not be allowed to ply in NCR. Supreme Court too had said in its order dated 29 October 2018 that such end of life (EOL) vehicles will not ply in NCR. After this, this process has been going on at a very slow pace. Now the government has once again started working on this rapidly. ANPR cameras have been installed at petrol pumps in Delhi from 1 July. ANPR cameras will be installed in 4 districts of National Capital Region in Haryana. These include Gurugram, Faridabad, Jhajjar and Sonipat. There are 679 petrol pumps in these four districts where these cameras will be installed. However, officials of the Transport Department say that four districts have been included in the first phase, after which it will be started in all other districts of NCR in the second and third phases. ANPR cameras are special type of cameras designed to automatically identify and read vehicle number plates. These cameras convert images of number plates into digital text using optical character recognition technology, which can be used to track vehicle movement, traffic management, law enforcement and other purposes. This captures the image of number plates by taking pictures of the number plates of vehicles. The software installed in the camera, called optical character recognition, identifies the alphanumeric text (letters and numbers) of the number plate from the images. The identified number plate data is matched with a database containing the vehicle’s owner, registration and other information. This data is used for various purposes, such as traffic management, law enforcement, toll collection and crime detection.

Vehicles will be identified at the entry point of the pump itself

After the automatic number plate reader camera is installed at the petrol pump, 10 year old diesel and 15 year old petrol vehicles will be identified at the entry point of the pump itself. With the help of software, complete information of the vehicle will be available. If the vehicles are 10 and 15 years old, then they will be denied petrol-diesel, because these software scan the number plate and obtain information from the vehicle database. If the age of the vehicle is more than the prescribed limit, then it is marked. After this, an alert is sent to the concerned authorities.
