A day after busting a multi-state gangster-terror module backed by Pakistan-ISI following an encounter in the Ladowal area, the Ludhiana Commissionerate Police on Friday revealed that the two accused injured in the shootout were operatives sent by Pakistan-based handler Jasvir alias Chaudhary specifically to carry out grenade attacks in the state. Addressing the media, Police Commissioner Swapan Sharma stated that the injured accused, Deepak alias Deepu and Ramlal, had come to Ludhiana from Rajasthan and had been staying there for the past two days, preparing to carry out the attack. He said, “This is a new and dangerous trend in which Pakistan-based handlers are recruiting criminals from other states to carry out terrorist activities in Punjab, so they can avoid detection.”
According to information, the Ludhiana Commissionerate Police, in collaboration with the Counter Intelligence Unit, had previously busted this module by arresting three accused—Shamsher Singh from Ferozepur, Ajay from Haryana, and Harsh Kumar Ojha from Bihar. Police recovered two Chinese 86P hand grenades, five advanced .30 bore pistols, and approximately 40 live cartridges from the possession of the five arrested accused. This module, linked to the Lawrence Bishnoi gang, planned to incite tension in the state by throwing grenades at government buildings and other sensitive locations. Recently, Ludhiana police busted another Pak-ISI-backed grenade module, arresting 10 operatives and recovering an 86P Chinese grenade, a black kit, and a set of gloves.
Providing details about the interstate network, CP Swapan Sharma stated that Harsh Ojha, a resident of Bihar, was arrested based on the information provided by Shamsher Singh, the first person arrested in the case. “Interrogation revealed that Ojha is an expert grenade thrower and was tasked with carrying out attacks in Punjab. He was also involved in a recent firing incident in Bihar at the behest of a foreign handler. Following Shamsher’s disclosure, Ludhiana police acted swiftly and arrested Ojha from Bihar,” he said. Based on Shamsher’s information, the police arrested another operative named Ajay from Haryana and recovered two pistols from him. The CP stated that the arrested Ajay is related to Pawan, brother of Harpal Singh alias Harry, a member of the Lawrence Bishnoi gang who recently opened fire at Salman Khan’s house in Mumbai. Further investigation is underway. In this regard, FIR No. 199, dated 17.11.2025, has been registered at Police Station Jodhewal under Sections 3, 4, 5 of the Explosives Act, Section 25 of the Arms Act, and Section 113 of the Indian Penal Code (IPC). Another FIR, No. 114, dated 20.11.2025, has been registered at Police Station Ladowal under Sections 109, 132, 324(4), 3(5) of the IPC, and Section 25 of the Arms Act.
