Haryana Health Department has become alert about a report of Anti Corruption Bureau (ACB). Actually, ACB has found irregularities in the local purchases in the districts of the Health Department. After finding these irregularities in the purchase of medicines and other items, ACB has commented to the Health Department. However, it has also been said that ACB has advised the scope for improvement in this purchase.
After this, Director General Health Services Haryana Dr. Manish Bansal has also issued appropriate guidelines along with guidelines to the Chief Medical Officer (CMO) of all the districts. Anti Corruption Bureau has also been made aware of these instructions.
DG Health expressed concern in the letter
It is written in the letter of DG Health that in reference to the comments made by the Anti Corruption Bureau, it is informed that flaws have been found in the prescribed procedures in the local purchase of goods and services in various districts. These flaws have raised concerns about compliance, transparency and financial discipline.
To ensure compliance with the established norms and prevent any procedural irregularities, all civil surgeons have been instructed to strictly comply.
1. Medicine stock will have to be displayed
Director General Health Services Haryana Dr. Manish Bansal has also issued guidelines regarding displaying the availability list of medicines. Although those instructions have been issued from time to time earlier, but due to non-compliance, DGHS had to issue orders again. Under which information about the availability of medicines for the general public will be displayed on two counters at all health centers.
2. Record of purchase of medicines will have to be maintained
Records will be maintained regarding the remaining medicines including purchase and consumption of claims in district hospitals. All departments like maternity, emergency, pharmacy etc. should maintain consumption register in proper format and maintain a record system of consumption done by nursing staff at all health facilities so that the possibility of theft of these items can be eliminated.
3. List of medicines should be given to the Gram Panchayat
List of availability of medicines should be made available to the concerned Gram Panchayat. Regular monitoring of medicines nearing expiry date should be done. Such medicines should be disposed of properly. It should be ensured that essential medicines and consumables are available in sufficient quantity in every health facility so that patients do not have to face any problem.
4. Purchase should be made only from registered firms
Purchase should be made only from registered firms. The source of these items should be verified and registered with the government. It should be done as per proper government procedure, policy, guidelines through local Sarid, Purchase Committee (which includes doctor, pharmacy officer, accounting officer and any other officer, employee).
In case of any dispute, even if the items purchased are medicines. As far as possible, the local drug control officer should be included as a member in the committee formed for this.
5. Purchase should not be made from family firms
Employees who have formed firms in the name of their family members should not be included in the purchase committee. A digital record of the brands of medicines supplied by the firms, names of manufacturing companies, packaging, mawa, vacha should be made. The quotations given by the firms should be properly verified by the committee. A record of the communication made with the firms regarding the purchase of goods through quotations should be made.
6. Retiring employees will not be included in the committee
Officers who are going to retire in the next 06 months should be barred from becoming a part of the committee. The Director General has said in the letter to strictly follow these orders. It is also written that disciplinary action will be taken if the letter is not complied with.
