The University Grants Commission (UGC) has issued a strict warning to universities and colleges across the country, making it clear that if a student leaves a college after taking admission, the institution will be required to refund their fees. Educational institutions violating this rule may have their recognition revoked and may also be deprived of any kind of government grant.
The UGC has sent letters to all state governments and university administrations in this regard, stating that despite repeated instructions, many higher education institutions neither refund students’ fees nor return their original academic certificates. The commission will now take strict action in such cases.
The letter also states that if a student applies to cancel their admission by October 31st, the institution must refund their entire fee as per the rules prescribed by the UGC. Institutions that do not comply with the rules will face penalties, including revocation of recognition, suspension of admissions for one or more sessions, and action under the State Act.
The UGC has also requested all state governments to ensure strict compliance with fee refund rules in all higher education institutions under their purview and to ensure timely resolution of complaints from students and parents.
