Chandigarh Aided College Teachers’ Association (CACTA) on Thursday described the delay “deliberate and unjustified” by the Chandigarh Administration in implementing mandatory UGC regulations and long-pending service benefits for teachers working in privately managed government-aided colleges.
Expressing “deep anguish”, the association reiterated that despite Union Home Minister Amit shah in 2022 reaffirming that Chandigarh, being a Union Territory (UT) shall follow the central government policies, the Chandigarh Administration has created “unnecessary ambiguity and has willfully stalled the implementation of UGC regulations.
“The Administration is denying teachers their rightful UGC benefits,” Minakshi Rathore, president, CACTA said.
CACTA’s key long-pending demands include, Career Advancement Scheme (CAS) promotions with effect from 2018, DA enhancement from January 2025, enhancement of house rent allowance to 20 per cent, one-year probation with full salary, enhancement of superannuation age, and full implementation of UGC Regulations, 2018.
The association emphasised that aided colleges of Chandigarh cater to more than 30,000 students and although having the organisational strength to boycott examinations, it has refrained from doing so solely to protect students’ academic interests.
“If our legitimate demands are not fulfilled immediately, CACTA will intensify the agitation from the next academic session, including mass protests to ensure that our voices reach the central government. We seek dignity, not charity. We seek justice, not excuses. The movement will continue until UGC justice is delivered,” the association’s leaders said in a statement.
