Exercising her powers under Sections 163 and 152 of the Bharatiya Nagarik Suraksha Sanhita, 2023, Additional District Magistrate Dr. Amandeep Kaur has implemented various restrictions across the district. These orders will remain in force for a period of two months from the date of their issuance.
**Ban on Digging or Deepening Borewells**
According to the issued orders, a complete ban has been imposed on the mining of minor minerals between 5 PM and 7 AM in an effort to curb illegal mining. Furthermore, it has been made mandatory for all pharmacies and chemist shops selling medicines falling under Schedule H, H-1, and Category X to install CCTV cameras. The administration has also adopted a strict stance regarding borewells and tube wells; digging a borewell or increasing its depth without prior permission has been prohibited. Obtaining prior approval from the concerned authorities is now a mandatory requirement for such activities.
**Strict Action Against Violators**
As per the order, it is mandatory to notify the District Administration, the Block Development and Panchayat Officer (BDPO), the Gram Panchayat/Municipal Council, the Public Health Department, and the Ground Water Department at least 15 days prior to commencing the digging of a borewell. Additionally, the name of the drilling agency, its registration number, and complete details regarding the landowner must be readily available at the site. In the interest of safety, it has also been made mandatory to erect barbed-wire fencing around the borewell, cover it with a steel plate, and construct a concrete platform. Upon the completion of the work, the excavated area must be backfilled with soil to restore the land to its original condition. Under no circumstances will a borewell or well be permitted to remain uncovered. The administration has explicitly clarified that strict action will be taken against anyone found violating these regulations.
