Conspiracy orchestrated by Pakistani hackers; threats of bomb blasts in Gujarat, Delhi, and Chandigarh—plot exposed following the accused’s arrest.

Pakistani and Bangladeshi hackers hatched a conspiracy to blow up the Punjab Civil Secretariat, prominent schools, and the Punjab and Haryana High Court using bombs. Their objective was to spread terror. Similar plots were orchestrated targeting Gujarat and Delhi as well.

This revelation was made by Sourav Biswas, a resident of West Bengal, during his interrogation by the Chandigarh Police after being brought from Tihar Jail on a production warrant. He has since been sent back to Tihar Jail following the conclusion of his remand.

Sourav Biswas, a native of Gobind Palli in West Bengal’s North 24 Parganas district, is an educated digital content creator. Investigations revealed that he sold email ID databases on the dark web and was involved in sending threatening emails to various institutions. Police claim he sold entire datasets of email IDs to individuals across the border for approximately ₹24,000. Additionally, he assisted in concealing identities through the use of fake email IDs and VPNs.

According to the police, Sourav was addicted to online games like PUBG and Free Fire. His gaming habits had led to a debt of several lakh rupees. Driven by the desire to get rich quickly and repay his debts, he gained access to international chat rooms on the dark web.

There, he connected with hackers from Pakistan and Bangladesh who were seeking local accomplices to spread terror in India. Investigative agencies are now probing these connections.

During interrogation, the accused revealed that he used VPNs to mask his location, making it appear as though he was operating from IP addresses in the US, Europe, or Bangladesh. He believed that this method would prevent Indian agencies from tracing his identity.

Accused apprehended based on technical evidence
Last year, a bomb threat message was sent to the official email ID of the Punjab Civil Secretariat. Security agencies and the police were immediately put on high alert upon receiving the email. Given the gravity of the matter, the police from the Sector-3 station in Chandigarh registered an FIR and initiated an investigation. During the probe, the name of Saurabh Biswas emerged based on technical evidence. Police agencies from multiple states made concerted efforts to apprehend him.

**From Gujarat to Tihar, and then to Chandigarh**
According to the police, the Gujarat Police were the first to arrest the accused. He was initially lodged in Ahmedabad’s Sabarmati Jail. Later, the Delhi Police took him to Tihar Jail on a production warrant.

Subsequently, on June 2, 2026, the Chandigarh Police obtained a production warrant for him from Tihar Jail and brought him to Chandigarh. Initially, the Sector-17 police arrested and remanded him in connection with a separate case. Now, the Sector-3 police have also formally arrested him regarding the bomb threat email incident.

Police officials revealed another shocking detail during interrogation. The accused allegedly stated that whenever he sent a threatening email to a school, the High Court, or any other institution, he would switch on the TV to watch the news coverage.

According to the police, witnessing the scramble by security agencies, the deployment of bomb disposal squads, and the panic spreading among the public gave him a sense of mental thrill. He is currently being interrogated while in police custody, and efforts are underway to identify others involved in this entire network.
