Chandigarh Police DSP Ram Gopal has got a big relief from the Punjab and Haryana High Court. The division bench of Justice Suresh Thakur and Justice Sudipti Sharma, while rejecting the appeal of the administration, has ordered to promote him to the post of SP within two weeks. With this, he will be appointed as the first Deputy Commandant in the Indian Reserve Battalion (IRB).
This case is of 2017, when Ram Gopal applied for promotion from DSP to SP post under the notified policy of Chandigarh Administration. However, the administration rejected the application on 17 December 2018, saying that there is no approved post for DSP to SP promotion. Ram Gopal challenged this decision in the Central Administrative Authority (CAT).
Order to give pending salary and seniority benefits
On 24 November 2020, CAT ruled in favor of Ram Gopal and ordered the administration to promote him to the post of SP within two months and appoint him as Deputy Commandant in IRB. Also, CAT also directed the administration to give pending pay scale, seniority and other benefits. The administration challenged this decision in the High Court, but the High Court rejected the administration’s appeal and ordered promotion within two weeks.
Now the administration will not only have to promote Ram Gopal to the post of SP, but will also have to give him the pay scale and other benefits pending from the eligibility date of promotion.
Journey from ASI to SP
Ram Gopal joined Chandigarh Police as ASI in March 1991 from sports quota. In June 1996, he became a sub-inspector and after two years he got promotion as an ad hoc inspector. In the year 2009, he became DSP and got permanent recognition of this post in 2015. After being a DSP for six years, he was eligible to become SP in 2015, but his fight started in 2017, which has now ended after the order of the High Court.
Questions were also raised on sports quota
Ram Gopal had to resort to the court many times for his rights. He also got the post of DSP only after the order of the High Court. At one point, questions were raised even on the validity of his sports certificates, to prove which correct, he had to get the certificates verified from the Central Government and the International Sports Federation.
