The budget session of the Haryana Legislative Assembly will begin today (7 March). It will begin with the address of Governor Bandaru Dattatreya. In this session, Chief Minister Naib Saini will present the budget for the first time as Finance Minister on March 17. This time the budget is expected to be 1.95 lakh crores. Earlier in 2024, the then Chief Minister and Finance Minister Manohar Lal Khattar had presented a budget of 1.89 lakh crores.
At the same time, the main opposition party Congress will also participate in the budget session without the Leader of Opposition. By holding a meeting on Thursday, the Congress has prepared to surround the government on unemployment, paper leak, debt, problems of farmers and deteriorating law and order in the state. The budget session will run till March 28.
1. Revised bill on travel agents
The government is going to take strict action against travel agents for deporting the youth who went to America via Dunki. For this, a revised bill related to travel agents will be brought. The Home Department has prepared a draft of this bill afresh. In this, it will be mandatory for all travel agents to register. In this bill, there will be a provision of imprisonment of 3 to 10 years and a fine of 2 to 5 lakh rupees for the guilty travel agents.
2. Budget for 2100 rupees per month for women
Before the Haryana assembly elections, the BJP government had promised to give 2100 rupees every month to women aged 18 to 60 years in the state. BJP has named it Lado Laxmi Yojana. A budget of about 10 thousand crores can be approved for this. However, there is also a discussion that only women from families below the poverty line i.e. with an annual income of less than 1.80 lakhs will get its benefit.
1. Deployment of duty magistrate during the session
Assembly Speaker Harvinder Kalyan has given instructions to form a coordination committee of Haryana, Punjab and UT Chandigarh Police officials during the session. Along with this, duty magistrates will be deployed by the Chandigarh administration during the session. Chandigarh Police will also be present on the spot to take action in any case.
2. Mobile will be banned
Speaker Harvinder Kalyan has requested all ministers, MLAs, officials and press representatives not to bring mobile phones to the Vidhan Sabha building. If it is very necessary to bring it, then deposit it with the receptionist, or keep it on silent mode.
3. No entry of ministers and MLAs with weapons
No kind of protest will be allowed outside the Vidhan Sabha premises. He instructed the police officers to make full preparations for this in advance. It has been decided in the meeting that no common or special person will be allowed to enter with weapons during the session. For this, a letter has also been written to the ministers and MLAs by the Vidhan Sabha Secretariat.
What did the opposition leader say about the budget session…
Former CM Bhupendra Singh Hooda said that other corruption cases including mining scams are being exposed, and crime is increasing in the state. Issues like damage to farmers’ crops due to heavy rains, deteriorating law and order situation and increasing debt will also be raised by the Congress.
Abhay Chautala of Indian National Lok Dal (INLD) has said that in this budget session, the party MLAs will raise various issues related to the public. Reacting to the budget session, INLD legislative party leader Aditya Devi Lal said that the party has sent 12 attention motions to the speaker for the budget session. The INLD party is fully prepared for the assembly budget session starting from Friday.
