Irregularities in CLU Approvals: Royal Estate Group’s Parveen and Neeraj Kansal Questioned; Names of Former Tehsildars Surface

The Enforcement Directorate (ED) has uncovered significant leads in its investigation into the Royal Estate Group case. During two consecutive days of interrogation involving the group’s directors, Parveen Kansal and नीरज Kansal, the names of two former Tehsildars associated with GMADA have come to light.
The ED is now poised to interrogate these former Tehsildars, along with several current and former officials of GMADA, in the near future. The investigative agency suspects that rules were bypassed in the granting of Change of Land Use (CLU) approvals, and that undue benefits were extended through the collusion of officials.
According to official ED sources, over 200 questions were posed during the interrogation sessions. These covered critical aspects such as entries recorded in bank accounts, which officials provided patronage regarding GMADA’s outstanding liabilities, the specific stages of the CLU process at which assistance was rendered, and the companies into which investors’ funds were transferred. The ED has identified the roles of four to five GMADA officials as suspicious.
Notably, the ED arrested Parveen Kansal and Neeraj Kansal in Delhi on May 29. The agency is now advancing its investigation into the case from the angles of money laundering, illicit financial transactions, and the manipulation of government procedures. Preparations are also underway to interrogate relevant officials regarding a bounced cheque case amounting to ₹32.67 crore.
**Evidence of Transactions Between Officials and the Group**
According to sources, the ED has recovered crucial documents and bank trails pertaining to financial transactions between the Royal Estate Group and GMADA officials. The investigative agency is currently working to ascertain which officials received funds transferred from the bank accounts of the group’s associate members. These bank entries and transactions are also being subjected to a forensic examination. The ED has requisitioned records from GMADA regarding all CLU cases approved over the past five years. The agency is examining which real estate projects were granted approval in contravention of established regulations, and the extent of the financial loss incurred by the government as a result. Sunteck City and Altus Projects Also Under Investigation
The ED’s investigation is currently focused on matters linked to the Royal Estate Group, Sunteck City, and Altus Space Builders. It is alleged that Change of Land Use (CLU) permissions for certain projects were obtained on the basis of forged documents and fraudulent consent letters. Recently, the agency conducted raids at multiple locations, recovering substantial amounts of cash and crucial documents. According to officials, this entire investigation was initiated based on an FIR registered by the Punjab Police on July 19, 2025. The case pertains to allegations of fraud and criminal conspiracy against the directors of CRCPCL and other associated individuals. The scope of the investigation is now continuously expanding, and it is likely that several more officials will be interrogated in the coming days.
