Complaint filed by Amritsar Civil Hospital SMO against three individuals for allegedly pressuring him to alter an MLR report

Dr. Rajnish Kumar, Senior Medical Officer (SMO) at Civil Hospital Amritsar, has lodged a complaint with the Rambagh police station, leveling serious allegations against three individuals. The complaint states that these individuals visited his office and attempted to pressure him into influencing a Medico-Legal Report (MLR) and having it prepared in their favor.

Allegations of obstructing official duty and engaging in misconduct have also been raised in connection with this incident. According to the complaint, on June 12 at approximately 10:40 AM, Shalinder Singh ‘Shelly’ (son of Amrik Singh), accompanied by his associates Keshav and Subhash Sehgal, entered the SMO’s office without permission.

It is alleged that the trio initiated an argument regarding an MLR prepared for a medical case and pressured the doctor to alter the report to suit their interests.

**Allegations regarding the alteration of the report**
In his complaint, Dr. Rajnish Kumar stated that he clearly informed the individuals that if they had any objections regarding the report, they could appeal before a medical board in accordance with the prescribed legal procedure. Despite this, the argument and pressure tactics continued within the office, thereby disrupting official work. The complaint also references an MLR prepared on May 29, 2026. According to the doctor, an X-ray was conducted after treating the injured person, which did not confirm any bone fracture. Later, a repeat radiological examination was conducted on the instructions of the Civil Surgeon; the second report also confirmed the absence of any fracture.

**Allegation of obstructing official duty**
Dr. Rajnish Kumar informed the police that all necessary documents related to the case—including the MLR, X-ray report, final medical report, and CT scan report—have been made available for investigation. He has demanded that legal action be taken, in accordance with the law, against those who attempted to influence the medical process and obstruct official duties. Copies of this complaint have also been sent to the Civil Surgeon and the Police Commissioner of Amritsar. The police are currently investigating the complaint and examining the facts of the case. The matter has also become a topic of discussion within health department and administrative circles.
