The parking management in Sector-17 is set to be handed over to the private sector. The Municipal Corporation has prepared a proposal to award a contract to a private agency for managing all 20 paid parking lots in Sector-17, including the multi-level parking facility.
The proposal will be tabled for approval during the Municipal Corporation House meeting on September 22. The contractor will be responsible for operations, staff deployment, maintenance, and the collection of prescribed fees.
The Corporation believes that managing all parking lots through a single agency will facilitate better monitoring and potentially improve revenue. Once the contract is awarded, a ‘smart parking’ system must be implemented within 30 days for parking lots with a capacity of more than 50 four-wheelers. This system will include facilities such as boom barriers, CCTV cameras, POS machines, digital payment options, e-ticketing, and a web-based dashboard. The revised parking rates will come into effect only after inspection by Corporation officials.
Under the proposed system, the fee for two-wheelers is set at ₹10 for up to eight hours and ₹15 thereafter, while for four-wheelers, it is ₹20 for up to eight hours and ₹30 thereafter. Proposed fees are ₹40 for mini-buses and taxis, and up to ₹75 for tourist buses. Free parking for e-vehicles until March 2027.
The proposal includes a provision for free parking for electric vehicles until March 31, 2027. Vehicles with valid yellow number plates—including taxis, cabs, and auto-rickshaws—will be exempt from fees for the first 10 minutes when dropping off or picking up passengers. Two-wheeler delivery vehicles will also be exempt from fees for up to 10 minutes. Parking operations are proposed to run from 8:00 AM to 10:00 PM. Disputes regarding parking contracts have previously arisen between the Municipal Corporation and contractors in the city. Against this backdrop, the proposal to award contracts for 20 parking sites to a single agency is likely to spark a discussion in the Corporation House concerning revenue, contractor accountability, fee collection, and monitoring mechanisms.
If the Corporation implements this model in Sector-17, it could pave the way for handing over paid parking operations in other sectors to private agencies along similar lines in the future.
