Mukul Chaubey—the mastermind behind a gang that defrauded an elderly doctor of ₹48.20 lakh—is also an accused in a scam involving the Provident Fund (PF) of KESCO’s contractual employees. Cases of fraud and criminal breach of trust have been registered against him at the Colonelganj, Kakadev, and Unnao police stations.
He is also an accused in a rape case in Delhi and has been absconding since his release on bail from jail. Following this revelation, the Police Commissioner announced a reward of ₹25,000 for information leading to Mukul Chaubey’s arrest. Additionally, orders have been issued for a reinvestigation into the PF scam case registered at Colonelganj in 2021.
**Case filed by associates**
Police Commissioner Raghubir Lal stated that on August 30, 2021, Ajay Singh—a contractual employee at KESCO and resident of Ranighat, Old Kanpur—filed a case at the Colonelganj police station against Mukul Chaubey (a resident of Gandhi Nagar) and his associates. It was alleged that Mukul, alias Rehan, obtained copies of documents—including Aadhaar cards and bank passbooks—from Singh and other employees by promising to help them withdraw their EPF funds. He later committed fraud by delinking the employees’ original accounts from their PF accounts and embezzling lakhs of rupees.
A second case was filed at the Kakadev police station by Sanjay Kumar Pandey, the then Enforcement Officer at the regional office of the Employees’ Provident Fund Organisation (EPFO); Chaubey was named an accused in this case after his involvement came to light.
The Police Commissioner stated that a charge sheet against 24 individuals was filed in court regarding the Colonelganj case; the accused include former Press Club President Avnish Dixit, his wife Pratima Dixit, and Municipal Corporation contractor Sunil Shukla. Against this backdrop, the police are attempting to establish a link between these three individuals and a gang of cyber fraudsters. Avnish’s name had previously surfaced in connection with Sanjay Dhaba, an accused in the murder of businessman Amit Gupta in Kakadev. The Police Commissioner stated that the case registered at Colonelganj involved a ploy to shield the actual culprits by framing the wrong individuals.
