The budget for the year 2025-26 to be presented by Haryana Chief Minister Naib Singh Saini in the Assembly on Monday will be based on the spirit of inclusiveness and welfare of all. The budget will try to fulfill most of the promises that the BJP has made to the people of the state in the form of a resolution letter during the assembly elections.
Chief Minister Naib Singh has fulfilled 19 promises of the resolution letter in his tenure of five and a half months so far and the process of fulfilling 14 promises is underway. This time at least 50 promises of the BJP’s resolution letter can be seen being fulfilled in the budget.
The BJP had released a resolution letter of 217 promises before the assembly elections, which is to be completed in five years. In the year 2014 and 2019 also, the BJP has fulfilled every promise of its resolution letter.
As Finance Minister, Chief Minister Naib Singh Saini held meetings with about two dozen stakeholders and took their opinion before preparing the budget for the year 2025-26 and 11 thousand suggestions have come to the government through online medium. The government is working day and night towards fulfilling the major suggestions and important promises of the election manifesto. Finance department officials are sitting at the residence of Chief Principal Secretary to the Chief Minister Rajesh Khullar and are busy finalizing the budget.
What will be the theme of the budget?
The theme of this time’s budget is Antyodaya Kalyan, Annadaata, Nari Shakti and Yuva Empowerment. In this too, the maximum budget is likely to be spent on the welfare of farmers and women.
The state government can announce the construction of Sanskriti Model School in a radius of 10 kilometers in the budget. The government has already fulfilled the previous promise of a college in an area of 20 kilometers in the entire state.
To fulfill the promise of giving Rs 2100 per month to women under the Lado Laxmi Yojana, provision of funds is going to be made in this budget.
Provisions for setting up a packaging and processing plant for government kinnu in Sirsa, guava processing and packaging plant in Hisar and Fatehabad and green hydrogen hub in Mahendragarh are possible in the budget for the year 2025-26.
A budget of one lakh 89 thousand crores was released in 2024
Last year, the state government had presented a budget of Rs 1 lakh 89 thousand crore, which was 11 percent more than the previous year. This time Chief Minister Naib Saini can present a budget of about 2 lakh crore rupees.
In this year’s budget, an announcement can be made to open coaching centers for Scheduled Caste and Backward Class students for the preparation of competitive examinations in five districts including Fatehabad, Rohtak and Jind. The promise of North India’s solar energy park in Charkhi Dadri and IMT in Karnal is also likely to be fulfilled in this budget. Provision of funds can be made in this year’s budget to establish a national level sports complex in Jhajjar.
The Naib government will be kind to NCR
Responding to the discussion on the Governor’s budget speech, Chief Minister Naib Saini had announced to develop 14 districts of the entire NCR region as logistics hubs, but in its first phase, the government can announce an integrated model hub in Narnaul-Mahendragarh in this year’s budget.
Provision of budget for Defense Aerospace in Mahendragarh and Film City in Panchkula is possible. The government is going to fulfill its election promise of a new armed police battalion in the Mewat region in this year’s budget. The state government is considering bearing 50 percent of the premium amount for animal insurance, while the government can make arrangements in the budget to provide loans up to Rs 1 crore to farmer groups and PACS for building godowns.
Budget provision possible to provide five lakh houses
It is possible to make budget provision in the state budget to fulfill the promise of providing five lakh houses in rural and urban areas. The government will make budget arrangements to fulfill the promise of guaranteeing government jobs to every Haryanvi Agniveer. All social monthly pensions will be increased on the basis of scientific formula linking DA and pensions.
At present, about 32 lakh people of the state are getting social security pension at the rate of three thousand rupees per month. This time the government is going to make budget arrangements to provide full scholarship to OBC and SC students of Haryana who study medicine and engineering from any college in the country.
10 thousand acres to farmers and scooty to girls
Three big promises can be fulfilled in the budget of Haryana for the year 2025-26. Under the Avval Balika Yojana, a scooty can be provided to the girl who comes first in every district, while Finance Minister Nayab Saini can announce two lakh new government jobs in the budget.
Apart from providing loans up to Rs 25 lakh at cheap rates to the youth for employment, the government is going to make provision of budget amount to develop 10 cities on the lines of IMT Kharkhoda.
Apart from this, the government is going to give incentives at the rate of Rs 10 thousand per acre to divert the farmers from paddy cultivation and turn them towards natural farming. Earlier this amount was seven thousand rupees per acre.
