Move to Revoke License of PGI’s Famous Tuck Shop; Issues Raised Over Molestation of PhD Student and Encroachment

The license of the tuck shop operating opposite the library at the Postgraduate Institute of Medical Education and Research (PGI) may be terminated. The PGI administration has received complaints regarding the alleged molestation and assault of a PhD student at the shop, overcharging customers, and encroaching on space by placing goods outside the premises.

Consequently, a show-cause notice has been issued to the shop operator. The notice also proposes a penalty of ₹15,000 plus GST for violating various regulations. The tuck shop had been allotted to Arvind Chamoli for a period of two years, starting July 19, 2024. A month ago, an individual named Krishna lodged a complaint regarding overcharging at the shop, alleging that tea was being sold for ₹20 and coffee for ₹30. Additionally, complaints were raised about the shop operator placing items—such as a refrigerator, tables, and chairs—outside the designated area.

Complaint Lodged by PhD Student
On July 31, the PGI administration received a complaint from a PhD student. Forwarded through the security department, the complaint alleged that she had been molested and assaulted within the tuck shop premises. Subsequently, the Dean’s office also sent a formal note to the PGI administration regarding this matter.

Treating the issue as serious, the institute viewed it as a matter concerning the safety and dignity of women. PGI sought a response from the licensee regarding these complaints. In his reply, the operator stated that the employee involved, Deepak, had been dismissed from service. Furthermore, the employee’s Aadhaar card and mobile number have been submitted to the PGI police post.

Tea Sold for ₹20, Coffee for ₹30, and Paneer for ₹30
In response to the overcharging complaint, the licensee admitted that his employee had sold tea for ₹20, coffee for ₹30, and paneer for ₹30. PGI has deemed this a violation of the terms of the license. According to the notice, a fine of ₹5,000 will be imposed for encroaching on space by placing goods outside the shop, and a fine of ₹10,000 for charging prices higher than the prescribed rates.
