Punjab University had implemented a new dress code in the convocation ceremony held this time. During the 72nd convocation ceremony held on March 12, students received degrees in the new dress code. The Phulkari jacket prescribed by the university to be worn in the convocation ceremony was procured from a firm named M/S Pioneers of Delhi.
After this, recently PU has issued a notification and directed all its affiliated colleges to procure the new dress prescribed for the annual convocation from the same firm of Delhi. The order issued by the university is raising questions for the colleges as to what is the basis of providing this facility to a particular firm only.
According to the letter issued by the Dean College Development Council (DCDC) of the University, the university has approved the samples of jackets provided by M/S Pioneers, Delhi. These jackets can be taken on rent, the rate of which has been fixed at Rs 120 per set (for rehearsal and convocation).
Resentment in colleges, local suppliers ignored
Resentment is being seen among some college administrations and students on this decision of Punjab University. Many colleges say that when there are many suppliers available in Punjab itself, then why was the Delhi firm given priority. Did the university issue any tender to give opportunity to other suppliers?
A college principal, on the condition of anonymity, said that if it was a dress of a special design, then also it could have been understood. But here we are talking only about Phulkari jacket, which can also be made by local artisans of Punjab. Then why was this opportunity given to only one firm of Delhi?

The new Phulkari jacket has been prepared by the University Institute of Fashion Technology and Vocational Development of PU. Department Head Professor Pradeep Brar said that we were planning to implement the new dress code since last year. But the dress code could get the green signal only in the last year. Many firms were contacted by PU but deals could not be finalised with anyone except the Delhi firm.
