There is a problem in the promotion of 8 HCS officers of Haryana to IAS. Actually, the Haryana government had sent the file for the promotion of HCS officers of 2002 and 2004 batch to the Public Service Commission (UPSC), this file had the names of 27 officers of both the batches. Among these names, there are eight such officers against whom charge sheets have been filed in corruption or other cases.
UPSC has again put the promotion file of these officers on hold. UPSC has already rejected this list twice. The reason for this is that there have been allegations of large-scale fraud, mischief, corruption, illegality, irregularities and misconduct by the selected candidates in connivance with the then chairman and members of Haryana Public Service Commission.
Government in favor of promotion
After the opinion of the Solitaire General, UPSC had sought a reply from the Haryana government in this matter. On this, the government has advocated giving conditional promotion to all the officers. In the letter sent to UPSC by Chief Secretary Anurag Rastogi, it has been said that many such officers have been promoted in the state earlier, so they can also be given conditional promotion.
After this, the final decision on the promotion of these tainted officers has to be taken by UPSC.
These 27 officers are to be promoted
The HCS officers who will be promoted to IAS by the Haryana government include Veena Hooda, Surendra Singh, Jagdeep Dhanda, Dr. Sarita Malik, Kamlesh Kumar Bhadu, Munish Nagpal, Kuldeep Singh, Vatsal Vashisht, Jagnivas, Mahabir Prasad, Mahendra Pal, Satpal Sharma, Sushil Kumar, Varsha Khangwal, Virendra Sehrawat, Satendra Duhan, Manita Malik, Satbir Singh, Amrita Siwach, Yogesh Kumar, Dr. Vandana Disodia, Dr. Subhita Dhaka, Jaideep Kumar, Samvartak Khangwal, Anurag Dhaliwal, Yogesh Kumar Mehta and Naveen Kumar Ahuja.
Complaint to the President against 2002 batch officers
Former Congress minister Karan Dalal had written a letter to the President in the matter of promotion of 2002 batch HCS officers to IAS in Haryana. Dalal had accused these officers of corruption and said that there is sufficient prima facie evidence against these tainted officers in the case of corruption that they are using corrupt methods to get selected.

In the letter, Dalal has written, there is sufficient prima facie evidence against these tainted officers in the case of corruption that they are using corrupt methods to get selected. The fact that their selection is tainted, full of bias, is evident from the pendency of the writ petition before the Punjab and Haryana High Court and the criminal proceedings under the Prevention of Corruption Act arising from an FIR investigated by the Haryana Vigilance Bureau.
2. Names sent to UPSC without integrity certificate
He said, in particular, both in the writ proceedings and the final report in the FIR, these officers have been found ineligible, unfit and above all incompetent to be appointed as HCS.
However, ignoring the above factual position about these officers, the Haryana government has sent their names to UPSC completely bypassing the requirement of issuing integrity certificates as per law and rules so that they can be promoted as IAS officers.
3. UPSC has rejected the names earlier
Dalal said that twice before this also UPSC had sent back the names of these tainted officers. He alleged, “It is clear that these tainted officers are getting protection from the higher officials of the Haryana government, as their names are being repeatedly sent for promotion.
4. HPSC officers indulged in corruption in appointment
Dalal said, during the inspection of answer sheets of successful candidates, large scale fraud, mischief, corruption, illegality, irregularities and malpractices were committed by the selected candidates in connivance with the then chairman and members of the Haryana Public Service Commission.
