Now, permission has to be taken first to make any vehicle bulletproof. A high level committee has been formed by the state government to make rules for this. It includes six officers from different departments and a technical expert. This committee will be headed by the Additional Secretary of the Home Department.
It includes ADGP Security, ADGP Intelligence, Secretary of Transport Department, Industries Department, Legal Remembrance of Punjab and a technical expert. The committee will prepare its recommendations on the process of making private vehicles bulletproof, the licensing required for this and technical safety standards. The work of completing these recommendations will be completed in a month.
According to the officials, many people get their vehicles bulletproofed for hobby. In such a situation, criminals also take advantage of this. Now whoever wants to get his vehicle bulletproof, the police will see how much danger he faces from it.
Permission will be given only after he finds out why he wants to get the vehicle bulletproofed. Keep in mind that there are no rules for getting private vehicles bulletproofed in the state yet.
Nor is there any data available on how many people in the state have bulletproof vehicles. No separate RC or document is issued for these vehicles. Concerns had increased after bulletproof vehicles were found in encounters with many gangsters and drug smugglers in the state. Now, the companies that make vehicles bulletproof will also have to give information about whose vehicle they have bulletproofed.
Whether the vehicle had government permission before getting it bulletproofed or not. But now a separate RC or document will be issued for this. There is no clear policy or rule related to modification of bulletproof vehicles in the state.
This is an indication of the administrative failure of the state and the free hand given to criminal elements. Gangsters getting such additional security is like further boosting their power, which is extremely dangerous for the rule of law.
